SpamCop is a single list. SpamCop does not care whether you are running an open relay, open proxy, or mailing from a dial-up IPs. It makes no checks of the sites configuration. The only way a site gets on the list is by having someone report it to SpamCop as being a spam sender.
If you receive any bounce back emails with this error message included:
The following recipient(s) could not be reached:
User@Domain.com
You do not have permission to send to this recipient. For assistance, contact your system administrator.
< YourUserid@YourDomain.com #5.7.1 SMTP; 501 5.7.1 ... Sender refused by the DNSBL bl.spamcop.net>
Then you will need to go to SpamCop.net to determine why your IP address was blacklisted and how to remove yourself from the blacklist.
